PICASO’s development organization is rooted in Japan and supported by laboratories and production operations in Japan, Shanghai, and Bangkok. This structure deserves consideration when Japanese formulation heritage or a Japan-led development process is part of the product’s positioning.
The manufacturing country still needs to be specified in the RFQ. Working with a Japanese-headquartered ODM does not automatically mean every proposed product will be manufactured in Japan.

The published differences help create a shortlist, but they do not replace a project-specific proposal. Under MoCRA, manufacturers and processors generally have facility-registration obligations, while the responsible person must handle product listings and maintain adequate safety-substantiation records, subject to applicable exemptions.
A fair comparison starts with an identical brief. If each manufacturer receives different volume assumptions, claims, packaging requirements, or launch dates, the resulting quotes will not reveal which partner is actually the better fit.
